Utility bill platforms, on the Bharat BillPay rails

Electricity, water, piped gas, DTH, broadband, FASTag and more — collected at your counter, inside your app, or straight from your billing office. We build and operate the technology; regulated BBPS participation runs through licensed partners.

What We Do

One counter, every bill in India

Bharat BillPay (BBPS, now Bharat Connect) puts tens of thousands of billers across 30+ categories behind one standard rail. We build the portals, apps and back-office software that let retailers, apps and billers ride it.

Plain speaking: Addroit Nexus is not a BBPS operating unit, bank or payments company. We build and operate the technology — portals, apps, reconciliation and dashboards. Regulated participation in Bharat BillPay, and all money settlement, runs through licensed BBPS participants and agent institutions we integrate with.

Bills are the original footfall machine

Every household pays six to ten bills a month — electricity, water, gas, recharge, DTH, broadband. A shop that collects them becomes the mohalla’s default counter: steady daily footfall, commission on every payment, and a queue that also buys a cold drink and a recharge on the way out. We build the software that makes that counter fast, trusted and auditable.

Built for the counter, not the boardroom

Our billpay screens are designed for a busy shop in a Tier-2 or Tier-3 town: Hindi and English, three taps from consumer number to printed receipt, big buttons on a ₹6k Android phone, and graceful retries when the network wobbles. The agent never sees the plumbing — just a bill fetched live, a payment confirmed, and a customer gone home happy.

Agent Economics

The maths behind a billpay counter

Illustrative numbers for a well-run counter in a UP district town — actual footfall and commissions vary by location, category mix and the slabs published by your licensed partner.

Float, commissions and settlements — visible to the rupee

Distributors see network-wide volumes and float positions; retailers see today’s collections, commission earned and settlement due; your back office gets T+1 statements reconciled against partner files with every exception flagged. When a transaction fails, it lands in a worked queue with a status and an owner — not in a WhatsApp group at 11 pm.

For Billers

Collect your own dues without chasing

Housing societies, schools, ISPs and small utilities lose weeks every month to follow-ups, cash handling and tally-with-the-bank evenings. Our biller-side stack presents the bill, reminds politely but relentlessly, takes payment on a link or QR, and reconciles itself — so your accountant starts the month with a clean register, not a shoebox of counterfoils.

  • Bill presentment on WhatsApp, SMS and email with payment links
  • Auto-reminders before and after due date, escalating politely
  • UPI autopay mandates for recurring dues via licensed gateways
  • Auto-reconciliation with Tally-friendly exports for your accountant
  • Defaulter dashboards with ageing buckets and one-tap follow-up
  • Numbered receipts and registers ready for society audits
  • Day 0 · Bill raised

    Presentment

Bills generated from your register and delivered on WhatsApp, SMS and email with a payment link.

  • Due − 3 days

    Reminders

Gentle nudges before due date; firmer, dated reminders after — all automatic, all logged.

  • Payment

    Pay & receipt

Resident pays by UPI on the link; a numbered receipt goes out instantly, cash entries close at the counter.

  • T + 1

    Reconcile & report

Collections auto-matched to the bank credit; defaulter list and ageing report refreshed for the office.

FAQ

Billpay questions, answered

Is Addroit Nexus a BBPS operating unit?
No. Bharat BillPay operating units are licensed entities; we are the technology firm that builds and runs your portals, apps, reconciliation and dashboards on top of them. Your regulated participation — and all settlement of money — happens through licensed BBPS participants and agent institutions with whom we integrate, and with whom your agreements sit.
How much commission does an agent earn?
Commissions are set category-wise by the licensed partner — some categories pay a flat rupee amount per bill, others a small percentage, and slabs change from time to time. Indicatively, an active counter doing 80–120 bills a day earns a few thousand rupees a month from commissions alone, before attach sales. We show the exact partner slab sheet before you commit, and our ledgers track every paisa of it.
How do float and settlement work?
Agents top up a prepaid float held with the licensed partner; each bill payment draws it down instantly, and the partner settles collections on a T+1 cycle as their agreements specify. Addroit never holds the float or the settlement money — our job is the software: top-up tracking, low-float alerts, and daily reconciliation of your ledgers against partner statements.
What happens if a transaction fails after the customer has paid?
The platform re-checks status automatically and, where the debit stands but the bill is unpaid, raises the reversal or complaint with the licensed partner through the BBPS complaint process — with the ticket, TAT and status visible to the agent in the app. The customer gets a reference number on WhatsApp or SMS immediately, so the counter never has to argue from memory.
Will this work in low-connectivity areas?
That is precisely where it earns its keep. The agent app runs on low-cost Android phones, tolerates 2G-grade networks with smart retries, queues receipts for SMS delivery when data drops, and never double-debits on a timeout. Where connectivity is truly thin, the kiosk and counter builds work over any single stable link.

Utility Bill Solutions — 20 questions, answered straight

The most-asked questions on the web about this topic, answered honestly by our team.

How can I pay my electricity bill online in India?
Every major discom - UPPCL, MSEDCL, BESCOM, Tata Power and others - is live on Bharat BillPay, so you can pay through any BBPS-enabled app, bank site or a nearby retail counter. Example: for a UPPCL bill you enter the account number printed on the bill, the app fetches the exact due amount from the discom, you pay by UPI or card, and a confirmed receipt arrives within minutes.
What is BBPS or Bharat BillPay?
Bharat BillPay, now branded Bharat Connect, is an NPCI-operated national platform that connects tens of thousands of billers - electricity, water, gas, DTH, broadband, FASTag, insurance and more - to every participating bank and payment app through one standard rail. Whichever app or counter you use, a BBPS payment gets instant biller confirmation, a common receipt format and a single standardised complaint process.
Is it safe to pay bills through apps like PhonePe, Paytm or Google Pay?
Yes, provided you stay inside the official app and let it fetch the bill from the biller. BBPS payments travel over NPCI rails with instant confirmation and a formal complaint process. The real risks live outside the app: fake customer-care numbers found on search engines, screen-share requests and phishing links warning that your electricity will be cut tonight. No genuine discom ever asks you to install remote-access apps.
Why does my payment show successful but the biller says the bill is unpaid?
Usually a delayed confirmation between the payment app, the BBPS rail and the biller. Money rarely disappears: the transaction either completes late - often within 24 to 72 hours - or auto-reverses to your account. Keep the transaction reference number, wait one working day, then raise a complaint in the same app under bill payment history. Escalate to the biller with that reference if it stays unresolved.
What happens if I pay the same bill twice?
Most billers automatically adjust a duplicate payment against your next bill, which is the fastest outcome. If you need the money back instead, raise a refund request with the biller quoting both receipt numbers. Worked example: pay a ₹1,240 electricity bill twice and your next month bill typically arrives reduced by ₹1,240. Keep both receipts safely until the adjustment actually appears.
How do bill payment agents and shops earn commission?
Licensed BBPS partners publish category-wise commission slabs - a flat rupee amount or a small percentage per bill. Worked example: a counter collecting 100 bills a day at an average ₹3 commission earns about ₹300 daily, roughly ₹7,500 to ₹9,000 a month for a shop open 26 days - before counting the extra sales that bill-paying footfall brings in. Slabs vary by partner and category, so always read the sheet first.
How do I become a bill payment agent in India?
You enrol with a licensed BBPS agent institution: complete KYC with PAN, Aadhaar, shop proof and bank details, sign the agent agreement, load a prepaid float and start collecting on their portal or app. There is no direct consumer licence from NPCI - agents always work under a regulated participant. Addroit Nexus builds and supports the portals and apps many such networks run on, and can point you to suitable partners.
Which bills can be paid through Bharat BillPay?
Over 30 categories: electricity, water, piped gas, LPG cylinder booking, DTH and cable, broadband and landline, mobile postpaid and prepaid, FASTag recharge, insurance premiums, loan EMIs, municipal taxes, housing society maintenance, school fees, hospital payments, credit card dues, subscriptions and donations. Practically, if a biller has onboarded, the same consumer number works identically in every BBPS-enabled app and at every agent counter.
Are there extra charges for paying bills online?
Paying through UPI in most consumer apps is typically free. Some channels may show a small customer convenience fee, which BBPS rules require to be displayed before you confirm - never discovered afterwards. Card payments in some categories can carry a surcharge. At an agent counter, the printed receipt shows the bill amount and any fee separately, so you can always compare the receipt against the bill.
How long does an online bill payment take to reflect?
Confirmation on BBPS is near-instant - the biller acknowledges the payment before your receipt is generated, usually within seconds. What can lag is the biller updating its own portal or ledger, which may take a few hours to two working days at some utilities. A disconnection-day payment is still credited on the payment date, so keep the receipt as proof in case a field team calls.
Can I pay someone else's bill, like my parents' electricity bill?
Yes. Bill payments are tied to the consumer number, not to the payer. Enter your parents' account number in any BBPS app, fetch the bill and pay from your own UPI or card - the credit still lands on their account. Lakhs of Indians working away from home pay family bills this way every month. Save the number as a saved biller and you get due-date reminders automatically.
What if I paid the wrong consumer number by mistake?
Act fast. Contact the biller with your receipt and both numbers - the wrong one you paid and your correct one. Because BBPS payments confirm in real time, the credit has already reached the other account, so reversal is at the biller's discretion; most discoms have a written adjustment process that takes two to four weeks. Checking the fetched name and amount before paying prevents this entirely.
How do I get a receipt or proof for an online bill payment?
Every BBPS payment generates a transaction reference and a receipt inside the app, usually mirrored by SMS. Agent counters print a physical receipt on the spot. Screenshots help, but the reference number is what matters in any dispute - note it down. Most discom portals also show payment history against your consumer number within a day or two, which serves as independent proof of payment.
How do I complain about a failed BBPS bill payment?
Raise the complaint inside the same app or counter where you paid, quoting the transaction reference - BBPS has a standard complaint management system with defined turnaround times that follows the transaction across all participants. If the app's response is unsatisfactory, escalate to the biller, then to the app's grievance officer, and finally to the RBI Ombudsman for digital transactions. Keep every reference number in one place.
Can housing societies, schools or ISPs collect their dues online?
Yes - smaller billers increasingly present dues digitally: payment links and QR codes on WhatsApp, SMS and email, UPI autopay mandates for recurring maintenance, and automatic reconciliation against the bank statement. Worked example: a 120-flat society collecting ₹2,500 monthly maintenance can replace cheque-chasing with links and typically sees 80-90% collected before the due date. Addroit Nexus builds exactly this biller-side stack from Lucknow.
What is UPI Autopay for bills and is it safe?
UPI Autopay is an NPCI e-mandate: you authorise a biller once, and each cycle the amount debits automatically after an advance notification. Higher-value debits need additional confirmation, you can pause or cancel the mandate any time in your UPI app, and every debit is capped at the limit you approved. It is the practical fix for late-fee-prone bills like broadband, OTT subscriptions and insurance premiums.
Do I need internet or a smartphone to pay bills digitally?
No - that is exactly what agent counters are for. You walk in with the bill or consumer number, the agent fetches the live amount and collects payment in cash or UPI, and you leave with a printed receipt plus an SMS confirmation. This assisted model is why BBPS works in villages and small towns where the customer may have neither data nor a smartphone; only the counter needs connectivity.
Is KYC or Aadhaar required to pay a bill?
Consumers do not need KYC to pay a bill - you simply pay from an app or at a counter like any other purchase. Agents are different: anyone collecting bills commercially completes KYC with their licensed agent institution, including PAN, Aadhaar, bank and shop details, because they handle other people's money as float. That agent-side vetting is a large part of why the rail stays trustworthy.
Why did my electricity bill jump suddenly - can the app be wrong?
The app only displays what the discom's systems return - it cannot inflate a bill. Sudden jumps usually trace to provisional billing being trued up after an actual meter reading, a tariff or slab change, or a faulty meter. Verify the units consumed on the bill, compare with a photo of your meter, and file a billing complaint with the discom itself, not with the payment app.
What does it cost to launch a billpay portal for my agent network?
Two parts: commercial terms with a licensed BBPS participant covering float, commissions and agreements, and the technology - portal, apps, ledgers and reconciliation. Technology cost depends on agent count, branding and integrations, so treat any figure you see online as indicative only. Addroit Nexus scopes it in a free consultation and gives a fixed written quote; typical networks go live in four to eight weeks.
